This website is supplementary to a special issue of the Journal of European Integration (JEI). The theme of this special issue is the Future of European Foreign Policy. The contributions to this issue and this website cover both thematic and country-specific issues, ranging from Europe's responsibility as a global actor and EUNATO relations to the specific influence of Germany, France, Italy, and the United Kingdom. The contributors come from across the European Union and represent a mix of established and rising scholars.
The future of European foreign policy is of vital significance to the developing world order. The failure of United States policy in Iraq has underscored the need for Europe to play a constructive global role. Nevertheless, divisions within Europe over the Iraq war and over the future development of the European Union have raised questions about the potential for an effective European foreign policywhether organized through EU institutions or via individual member states. The essays in this special issue will consider why Europe should assume global responsibilities, how they will be organized institutionally, whether they will be adequate to address pressing regional and security concerns, and how they will reflect the foreign policy interests of Europe's major powers.
The special issue is the outcome of a series of lectures held in Bologna during the period FebruaryMay 2007. The lectures were jointly organized by Erik Jones at the SAIS Bologna Center and Filippo Andreatta at the University of Bologna (Forli) and were part of a course offered to students of both universities, while being open for the public as well. In this way, contributors had the opportunity to present their analysis and conclusions to a well informed audience, enabling them to process a wide range of comments and other supporting materials into their final article.
Next to information about this special issue, this website provides access to some of the course work done by the students of the SAIS Bologna Center, offering book reviews, biographical sketches and policy papers; all concerned with the future of European foreign policy.
Guest editors of this special issue:
Erik Jones is Professor of European Studies at the SAIS Bologna Center of the Johns Hopkins University. He worked previously at the University of Nottingham, the Central European University, and the Centre for European Policy Studies.
Saskia van Genugten is a graduate student at the Johns Hopkins School of Advanced International Studies in Washington, D.C. She has also worked as an intern at the Dutch Ministry of Foreign Affairs.
