Background and Education
In a diplomatic career spanning forty years, thirty-four with the UN and over six with the EU, has been involved in mediating a variety of conflicts; EU special representative for Afghanistan; UN Special Envoy for Afghanistan, East Timor, Cambodia, Papua New Guinea, Myanmar, Armenia, Azerbaijan, and Central America; director of the Asia and Pacific Division at the UN Department of Political Affairs (1993-1999); director for Europe and Americas in the Office of the UN Secretary-General (1987-1992); appointed diplomat-in-residence and visiting professor at the Woodrow Wilson School at Princeton University (2008-2009); lecturer of Constitutional Law, University of Papua New Guinea; director of studies, Hague Academy of International Law; adjunct professor, Yale University and Rutgers University Law Schools; M.A. in History from Cambridge University; LLB from King's College, London; Law degree from Barcelona University
